The presentation will highlight the accomplishments and goals of the Learning Metrics Task Force (LMTF), which was convened by the UNESCO Institute for Statistics and the Center for Universal Education at the Brookings Institution to give tangible meaning to EFA Goal 6, and to catalyze a shift in the education dialogue from access to access plus learning. For 18 months, the task force’s objectives were to catalyze a shift in the global education conversation from access to access plus learning, and to build consensus on global learning indicators and actions to improve the measurement of learning in all countries. With a common commitment to a highly consultative process, the initiative was structured around three guiding questions:

  • What learning is important globally?
  • How should it be measured?
  • How can measurement of learning improve education quality?

 

To answer these questions, the task force of 30 member organizations collected input from 3 technical working groups of 186 experts, consultations engaging more than 1,700 individuals in 118 countries. Through this open process of global consultation, participants and contributors informed the final task force recommendations. These recommendations are presented in the final LMTF summary report entitled Toward Universal Learning: Recommendations from the Learning Metrics Task Force, which outlines how the measurement of learning outcomes can help to ensure quality education for all. It presents key indicators for tracking progress in foundational skills such as literacy and numeracy, as well as in knowledge and skills that go beyond these traditional indicators. In particular, the task force calls for new global indicators to include “readiness to learn” in early childhood, skills and values for youth to be successful “citizens of the world,” and a “learning for all” indicator that would combine measures of access, completion and reading into one statistic.” Now in its second phase, the LMTF will work until 2015 to ensure collective action on the recommendations. A particular emphasis will be placed on how assessment of learning can be used to improve policies and practice that ultimately lead to better learning outcomes.

 

The presentation will focus on the LMTF process to highlight the collaborative nature of the project that led to general consensus on the final recommendations. Participants will learn about the efforts that organizations represented on the task force have committed to in order to take action on these recommendations. They will also learn about opportunities to participate in the next phase of the project through partnership opportunities, technical working groups, and periodic consultations.
