The importance of measurement and evaluation of university performance appeared to identify the aspects that are in dire need of change and development, but this is not enough to ensure the safety investigation Foundation for its vision and mission, prompting many organizations to resort to systematic basis and a clear performance measurement to measure the ongoing financial and non-financial results.

Since the Balanced Scorecard is a comprehensive system to assess the performance of a strategic perspective, where she works on the translation of a message and a strategy of educational institutions to a set of targets and indicators through the four dimensions (financial, customer, operational processes, learning and growth).

 As a result, some universities find it difficult to measure the efficiency and effectiveness of academic services provided, in addition to the difficulty of the physical measurement of output, and the absence of an incentive profitability and it acts as a service organization, The Balanced Scorecard is best for the evaluation and performance measurement tool, because it takes into account several dimensions, as it works to measure more balanced performance of the axis of axes, and help to achieve the strategic goals of the educational institutions.

This is in addition to the knowledge of the most important standards actually used by Saudi universities with a view to evaluating its overall performance, along with the statement of the effectiveness of the application of the Balanced Scorecard through the four dimensions (financial, customer, operational processes, learning and growth).

The researchers believe that the Saudi universities are keen to improve their performance down to the adoption of academic through the development of programs for academic and keenness on developing innovative programs, according to the scientific requirements, which will enable them to apply the Balanced Scorecard, and determine the level of academic and administrative services provided to employees of the university in different colleges.

So the researcher sees the importance of activating the application of balanced performance on the university environment of the University of Al-jouf under study as a model for universities that need to evaluate its performance card and learn about the current status

 

The importance of the study:

As The importance of this study in being the first of its kind at the University of Al-jouf  that were not on the level of Saudi universities by science researchers and will contribute to support the development of performance in Saudi universities and Al-Jouf University studied down to the academic accreditation. The study also makes recommendations for the development of the role of the university and to highlight the reputation and efficiency among all universities Saudi Arabia.

 

Objectives of the study:

   The present study aims to identify the effectiveness of the application of the Balanced Scorecard as a tool for performance evaluation of universities in Saudi Arabia and Al-Jouf University is taken as a case study

To achieve the objectives of the study and testing of hypotheses, the current study is based on previous studies in this area in addition to the use of the experiences of some universities or institutions that have implemented this tool, is also a questionnaire to a poll of faculty members and stakeholders design with the application of the tool are the subject of a number of university faculties, The study is based on descriptive analytical method.
