I'm sure Afghan female students in Jalalabad would be happy to interact with your students. They also love Skype connections to link up face-to-face. Please take a look at their website here: http://gceafghanistan.ning.com/. The girls could also join a site you create for your project, but keep in mind they have little experience with wikis and other applications. They technical skills are basic, but their English skills are remarkably quite good.

You might look at two free projects from ePals to guide your collaboration. The Way We Are (exchange information about life in each place) Digital Storytelling (create or retell story, using whatever web 2.0 tools, cameras, etc. you wish)
If you made a virtual field trip of your school and community, you could post it on ePals to share with other children safely around the world!
Visit New Zealand, Idaho, or Senegal in the videos already posted there. "A Day in the Life" videos are fascinating too!
You can also sign up for free, safe and teacher monitored student email, called SchoolMail. This email, unlike gmail or other mass market emails, has teacher monitoring and easy ways for teachers to use emails as alternative assessment in writing.
